Statement from PTO board on the October 15th arrest of Carrie Andrews

October 15, 2025

To the BASE community, from the current and outgoing PTO boards,

We would like to begin by sharing our gratitude towards the Hillsboro Police, Washington County DA, and Beaverton Police Department for their dedicated investigative efforts that led to the grand jury indictment of Carrie Ann Andrews and her arrest today.

In the Fall of 2023, a new executive board took over the BASE PTO. At that time, we shared conversations with you about the sad state of our organization's affairs. Our non-profit status and professional responsibilities such as state filings and annual reports had lapsed. What we were unable to share with you at that time was also that the BASE PTO had suffered from serious theft.

As soon as we took over the bank account in October 2023, it was clear to us that some of the charges on the previous few years' statements were completely unrelated to supporting our school. It appeared that Carrie Andrews, while serving as the BASE PTO president from 2020 until the summer of 2023, had used PTO funds for personal enrichment. As soon as we were aware of this breach of trust, we reached out to BASE's safety resource officer, Megan Linn. Officer Linn pursued a two-year investigation that included the assistance of forensic accountants. The results were charges of theft in the first degree filed against Carrie Andrews, and her arrest today on October 15th.

All of us on the PTO boards (past and present) are parents and family members of students at BASE and we share a collective outrage that our organization was the victim of theft. Every action we are taking is the good faith effort to support three main goals: 1. Achieve justice against the person who stole from our PTO. 2. Obtain restitution of all or at least some of our funds, and 3. Maintain complete transparency and honesty with our current board practices as we continue to build back our organization. Two and a half years after salvaging our organization, the BASE PTO is a thriving group of parents that are doing exactly what a group like ours should do. We are supporting the students and staff, and creating a voice for families at our school. We truly thank our BASE community for all of the support you have given us. If you would like to stay apprised of developments in the case, we will discuss it at our general meetings, times of which are posted on BASEPTO.org. We look forward to having you join us.

In the meantime, if you have any questions about our organization or our efforts, we can be contacted at President@basepto.org. For any questions geared towards law enforcement please contact Officer Linn at Megan.Linn@Hillsboro-Oregon.gov or 503.430.4929.

Sincerely,

The 2025 BASE PTO Executive Board
